Behaviorally this port should already be largely on par with the
NetBSD 8 version, in that it sets the RTF_LLDATA flag on routing
socket requests to indicate that they target link-local data.
Many parts of the arp(8) functionality are currently not yet supported
by the operating system, largely due to lwIP not exposing appropriate
means of implementing them.

Adapt libc devname(3) to make use of it, so that such device name
queries are now several orders of magnitude faster. The database
is created and updated at system bootup time.

This brings our tree to NetBSD 7.0, as found on -current on the
10-10-2015.
This updates:
- LLVM to 3.6.1
- GCC to GCC 5.1
- Replace minix/commands/zdump with usr.bin/zdump
- external/bsd/libelf has moved to /external/bsd/elftoolchain/
- Import ctwm
- Drop sprintf from libminc

The primary reason for the import is a likely GPL taint of the
original MINIX3 syslogd. As a result, this import may still
have some rough edges.

This has been done as the make target has been renamed in the same
way, while a new target named params has been added. This new
target generates a file containing all the parameters, instead of
printing it on the console.

The tool has been changed heavily to match our VND driver model.
NetBSD is in the process of renaming it from vnconfig(8) to
vndconfig(8). To keep things in sync, we have to play along.

Import the NetBSD rdate command and remove the Minix rdate command.
The default behaviour for both is the same. The NetBSD version adds
options to just display the time, adjust the time using adjtime(),
and set the time without printing the time.
Porting Notes:
- Compiles cleanly out of the box without any warnings
- Path changes from /usr/bin/rdate to /usr/sbin/rdate
- checked pkgsrc for any usages of rdate (none found)
- checked src for any usages of rdate (none found)
Testing:
- all command line options work (tested with time.nist.gov server)
- Native and cross build OK

Makefiles updates to imporve portability
Made sure to be consistent in the usage of braces/parenthesis at
least on a per file basis. For variables, it is recommended to
continue to use braces.
