Not all of its functionality is actually implemented in the operating
system. In addition, a few modules (agr, vlan) have been disabled
because we have not imported the necessary headers yet.

This brings our tree to NetBSD 7.0, as found on -current on the
10-10-2015.
This updates:
- LLVM to 3.6.1
- GCC to GCC 5.1
- Replace minix/commands/zdump with usr.bin/zdump
- external/bsd/libelf has moved to /external/bsd/elftoolchain/
- Import ctwm
- Drop sprintf from libminc

This has been done as the make target has been renamed in the same
way, while a new target named params has been added. This new
target generates a file containing all the parameters, instead of
printing it on the console.

Makefiles updates to imporve portability
Made sure to be consistent in the usage of braces/parenthesis at
least on a per file basis. For variables, it is recommended to
continue to use braces.
